If you plan on waiting to buy Batman: Arkham City (which you shouldn’t, wait I mean) from the used bin, you won’t be able to play the single-player portions of the game that contain Catwoman.
While every new copy will contain the pass, every gamer who purchases a used copy will have to buy the DLC for 800 Microsoft Points of $9.99. “Catwoman is a unique character with her own story, moves, and weapons. Unlock Catwoman by redeeming the 1st purchaser included in the game case or by visiting Xbox Live Marketplace”. However, Catwoman isn’t required to complete the game, say Warner Bros.
The code will enable the user to unlock Catwoman as a playable character in the game’s challenge mode. If you choose not to buy the pass, you will still get a glimpse of the character in the game, but her four story-based missions will not be playable.
Just in case you forgot, Batman: Arkham City is available next Tuesday, October 18.

Not sure if I agree with that but the losses caused by used game sales are enough to make developers worry, but it makes the retailers roll in cash.
